Eine Einspeisevergütung für Rezyklate? Ein Marktversagen und fehlender Nexus klimapolitischer Instrumente mit der Kreislaufwirtschaft bringt Marktakteure im Bundesverband Nachhaltige Wirtschaft BNW e.V. auf den Plan. Der Nexus von Klimaschutz und Kreislaufwirtschaft fehlt. Hierauf weist der Bundesverband Nachhaltige Wirtschaft (BNW) hin. Eveline Lemke ist dort Sprecherin für die Arbeitsgruppe Kreislaufwirtschaft, für die sie ein Konzept für eine Einspeisevergütung für Rezyklate entwickelt hat. Die Idee, damit Marktversagen auszugleichen, unter dem aktuell viele Unternehmen mit nachhaltigen Geschäftsmodellen leiden, oder Materialsenken mit einer finanziellen Subvention zu schaffen, könnte das vermisste Bindeglied von Klimaschutz und Kreislaufwirtschaft darstellen. Gleichzeitig kann es als schlankes Instrument zur Behebung des Problems beitragen. Immerhin: Die Idee hat bereits Eingang in die Nationale Kreislaufwirtschaftsstrategie gefunden. Dies ist der nächste Schritt, um alle offenen Fragen zu beantworten. Der Nexus aus Klimaschutzinstrumenten, Carbon Credits for Difference (CCfD) und der Einspeisevergütung von Recyclaten kann so definiert werden. Ein Vorschlag zur legislativen Ausgestaltung kommt damit auf den Tisch.

Eveline Lemke is the spokesperson for the circular economy working group, for which she has developed a concept for a feed-in tariff for recyclates. The idea of using this to compensate for market failure, which many companies with sustainable business models are currently suffering from, or to create material sinks with a financial subsidy, could represent the missing link between climate protection and the circular economy. At the same time, it can help solve the problem as a streamlined instrument. At least: The idea has already found its way into the National Circular Economy Strategy. This is the next step to answer all open questions. The nexus of climate protection instruments, Carbon Credits for Difference (CCfD) and the feed-in tariff for recyclates can be defined in this way. A proposal for the legislative design is thus on the table.
