NKWS, LKWS und EU-Vorgaben

NKWS und LKWS müssen ebenso wie das 1. NRW-Rohstoffmonitoring auf die EU-Konzeption für die Kreislaufwirtschaft nach dem CRMA und dem Clean Industrial Deal abgestimmt werden und daher die notwendige Rohstoffversorgung sowohl aus Primär- als auch aus Sekundärrohstoffen betonen. Beide Standbeine sind für eine gesicherte Rohstoffversorgung gleichermaßen notwendig, auch um das grundgesetzliche Klimaschutzgebot zu verwirklichen und die Infrastrukturprojekte, wie durch das Sondervermögen von 500 Mrd. Euro nach Art. 143h GG vorgegeben, zügig realisieren zu können. Damit sollte zugleich die Wirtschaft angekurbelt werden, was angesichts der sich aktuell zeigenden Haushaltslocher umso dringlicher ist.

The NCES and LCES, as well as the 1st NRW Raw Materials Monitoring Report, must be aligned with the EU’s circular economy framework under the CRMA and the Clean Industrial Deal, and must therefore emphasize the necessary supply of raw materials from both primary and secondary sources. Both pillars are equally necessary for a secure supply of raw materials, including to fulfill the constitutional mandate for climate protection and to be able to swiftly implement infrastructure projects, as stipulated by the special fund of 500 billion euros under Article 143h of the German Basic Law. This should simultaneously stimulate the economy, which is all the more urgent in light of the budget shortfalls currently emerging.
