Die Recyclingwirtschaft befürchtet aktuell, dass die Verknappung der Verbrennungskapazitäten das Wertstoffrecycling gefährdet. Dagegen kommt die NABU-Studie vom September 2019 zum Schluss, dass bis zum Jahr 2030 eine erhebliche Reduktion des Inputs in MVA und EBS-Kraftwerke erfolgt, wodurch ein Rückbau von Verbrennungskapazitäten geboten ist. Bei Umsetzung gesetzlicher Vorgaben wird ein Rückgang um 5 Mio. Mg/a, bei Umsetzung weiterer Maßnahmen und Vermeidungsstrategien um 7 bis 9 Mio. Mg/a prognostiziert.
Hierbei werden die gleichbleibende Bevölkerungszahl und die weiter steigende konjunkturelle Entwicklung, die zu gleichbleibenden Abfallmengen führen werden, nicht berücksichtigt. Die Reduktion durch getrennte Erfassung bzw. vermehrtes Recycling von Bioabfällen, Leichtverpackungen und Gewerbeabfällen werden ggf. niedriger ausfallen als in der Studie angenommen. Im Ergebnis ist nur eine Reduktion um 2,5 bis 3 Mio. Mg/a als machbar anzusehen.
Der Inputreduktion in MVA und EBS-Kraftwerke steht der Kapazitätsabbau bei der Mitverbrennung in Kohlekraftwerken und MBAs gegenüber. Bei parallelem Rückgang der EBS-Importmengen werden rund 3 Mio. Mg/a zusätzliche Kapazitäten benötigt. Die thermischen Verwertungsanlagen werden derzeit am Limit mit z. T. knapp über 100 % gefahren. Nachhaltig ist eine Fahrweise um 90 %, womit sich die zur Verfügung stehende Kapazität um 1 Mio. Mg/a reduziert.
Ein Abbau thermischer Verwertungskapazität ist nicht anzuraten, da die Verringerung der Inputmenge um bis zu 3 Mio. Mg nicht ausreicht, die Kapazitätsreduktion um 4 Mio. Mg zu kompensieren. Selbst Ausbauprojekte, die realistisch bei etwa 1 Mio. Mg liegen, haben ggf. ihre Berechtigung.
The recycling industry is currently concerned that the shortage of incineration capacities will endanger material recycling. In contrast, the NABU study from September 2019 comes to the conclusion that by 2030 there will be a significant reduction in the input to waste incinerators and RDF power plants. A reduction of the incineration capacity is advisable. If legal requirements are implemented, a decline of 5 million tons per year, if further measures and avoidance strategies are implemented, a decrease of 7 to 9 million t/a is forecast.
The constant population and the further increasing economic development, which will lead to constant waste quantities, are not taken into account. The reduction due to separate collection or increased recycling of organic waste, light packaging and commercial waste may turn out to be lower than assumed in the study. As a result, only a reduction of 2.5 to 3 million t/a is feasible.
The input reduction in waste incinerators and RDF power plants contrasts with the reduction in capacity for co-combustion in coal-fired power plants and MBT’s. With a parallel decrease in RDF import volumes, around 3 million t/a additional capacities are required. The thermal recycling plants are currently at the limit with some driven just over 100 %. Utilization is sustainable by 90 %, which reduces the available capacity by 1 million t/a.
A reduction of thermal recovery capacity is not advisable, since the reduction of the input quantity by up to 3 million tons is not sufficient to compensate for the reduction in capacity by 4 million tons. Even expansion projects that are realistic at around 1 million tons may have their justification.
